Ukrainian President Volodymyr Zelensky said Tuesday that Ukrainian officials did not receive a warning from partners about the latest Russian assault on civilian sites, according to his statement and multiple news reports. The comments came after what he described as a “particularly vile” attack.
Zelensky did not directly blame any nation or leader for the lack of warning [1]. His comments followed reports that President Trump had threatened to cut off intelligence-sharing and weapons deliveries if Ukraine did not stop strikes on Russian energy infrastructure, which Trump denied at the White House [2][3].
The Ukrainian leader’s statement was released hours after Western media reported that Washington had warned Kyiv that U.S. assistance could stop unless long-range strikes were reined in [1][3]. Zelensky said the absence of an early warning about incoming ballistic missiles left civilians exposed during an overnight attack that damaged energy and residential infrastructure [4].
Trump denied that the United States had cut off intelligence-sharing after reports Monday said Washington had threatened to do so. Speaking to reporters, Trump said information continued to flow to Kyiv [5][6].
Trump also floated cutting off deliveries of U.S. weapons to Europe for Kyiv’s defense if Ukraine did not stop strikes on Russia’s energy infrastructure, according to the reports [2]. The reported threats came amid a broader push by the administration to halt attacks on Russian oil refineries and stabilize global fuel prices [7][8].
The remarks followed a weekend announcement of an energy ceasefire that Trump said was agreed “effective immediately,” while Kyiv and Moscow offered differing accounts of the truce’s status [9][10].
He said Russia attacked Ukraine with more than 100 weapons since Monday evening [4].
A woman was wounded in a Russian strike on a private home in Kyiv’s Darnytskyi district, the city military administration said.
One person was killed, and at least two others were hurt in the Fastiv district of the Kyiv region, said Tymur Tkachenko, head of the regional military administration. Ukrainian officials said a key energy facility supplying Kyiv with heating and electricity, Darnytska CHP-4, and a residential building were hit, with Kyiv Mayor Vitali Klitschko reporting one person killed and 13 injured in the apartment block strike [11].
Moscow Mayor Sergei Sobyanin said 417 drones targeted the Moscow region, with 65 intercepted as they approached the capital. A school, two private houses and a car were damaged in the Kaluga region southwest of Moscow, the governor said.
Russia has continued strikes against Ukraine’s port infrastructure and vessels used by the military, the Defense Ministry said, describing the targets as logistics nodes tied to military supply [12].
The reported pressure followed a pattern of warnings tied to Ukrainian attacks on Russian oil refineries, which U.S. officials have linked to global diesel prices [8][13].
Zelensky said Ukraine has not carried out strikes on Russian oil refineries or the energy sector in general for the two days since Trump announced an energy ceasefire.
Ukrainian officials have said Russian strikes hit power plants after the ceasefire announcement, while the Kremlin declined to comment on the truce claim and said communication was ongoing [14][15]. Ukrainian strikes on Russian energy sites have continued intermittently despite U.S. requests, according to reports [16][13].
The discrepancy extended to the status of the announced energy ceasefire, which Moscow has not publicly confirmed and Kyiv said was “news” to Ukrainian officials [15][10].
As fighting continued, Ukrainian officials reported widespread power outages following strikes, while Russian officials described successful interception of hundreds of drones [17][2]. The competing narratives left the practical status of any ceasefire unclear as both sides continued military operations [18].
